In the Matter of Noise:

Community living brings about its own set of issues. You have each purchased your own home, which happens to be attached to all others. This living situation can produce so many good scenarios, security, friends and neighbors, to mention a few. Unfortunately, the number one complaint I receive is noise from neighbors.

Sometimes homeowners forget that their day-to-day living can result in noise that may be intrusive to others. As we go about our busy lifestyles, noise becomes a bother to some trying to enjoy a peaceful day at home.

Please remember that your neighbors may not share an appreciation of your music, nor wish to hear the sounds of your television, conversations or parties.

The installation of hardwood floors usually presents it’s own set of problems. The Board asks that you install a sound barrier if installing hardwood and that you consider using area rugs, especially in high traffic areas of your home.   The simple act of walking throughout while wearing shoes- especially high heels may create a constant noise to the neighbor below.

This is something that is difficult to police. One person’s noise tolerance is completely different from the next.  In most cases a polite conversation with your neighbors is all it takes to make all aware and considerate.  Please note it is within your right to call the Paterson Police should the noise be intolerable during quiet times.

I have found that when you intend to host a gathering in your home, a prior conversation with your neighbors eases the situation.   Utilizing your deck for entertainment allows noise to travel throughout your area.

There are quiet times in the Heights of 10 pm to 8 am.   All appreciate your respecting these times.

Driving in Your Community

DRIVING THROUGH YOUR COMMUNITY:

In the hustle and bustle of busy lifestyles, it is sometimes forgotten that

there is a speed limit throughout the community of 15 MPH.

It is so nice to have a community where people can stroll or walk their dogs.

Observing the speed limit helps to create a safe way for all to enjoy.

Speed bumps have a safe speed limit of 5 MPH.

Stop signs should be observed at Quartz and Boulder & Amethyst and Boulder

Intersections and upon exiting the community.

Guards are on duty during the evening hours ( their hours may vary from season

to season) Please be cooperative- they are doing their job and helping to keep

your community safe by asking you to stop to check in .

An easy way to handle this is to make sure your vehicle displays the

proper sticker issued by the office.

What is a Board of Trustees?

As you all know, a Board of Trustees is the governing body of your community association. The boards of trustees operate under the description as outlined in your governing documents. The community votes board members to their positions. Garret Heights has a five member board.

The Board is comprised of homeowners, such as yourselves, who volunteer their time to coordinate   the running of the community. They deal with everything from physical aspects of the community such as building repairs, maintenance and landscaping to the financial stability of your complex. To the individual cncerns and issues of homeowners.

The board receives no compensation or extra privileges for their donated time.  The Board meets at least once a month and frequently has workshop meetings when problems arise or when issues are a little more complicated and require more time to work on such as budgets, contracts or major building issues.  Please remember, when issues effect you they effect the board members as well.

 

Garret Heights is home to your board members.  I know it is tempting to complain, or voice concerns when you run into your board members but this may impinge on their enjoyment of the community and of their home.

The Board is always open to homeowners views and concerns. They may be reached through the office by leaving a message or a note which can be delivered directly to any or all.

Patios and Decks

Patios and Decks.

Now that Spring has arrived (Yaaayyyyy) I would like to address the use of your decks and patios.

It is so wonderful to see all planters filled with beautiful flowers. The display certainly brightens the area. For safety reasons, please remember not to balance pots on the railings. Be careful of watering, especially if you have neighbors beneath you.

I have been asked about the display of flags. You may have the American flag displayed ( in good condition, please) No other flags may be flown – even if you are an avid Giants- Jets fan !!

There has been an ongoing discussion to allow seasonal lights. Please consider those around you- small white lights on a timer so you do not disturb others.

Frequently 3rd floor units use tables and umbrellas- please make sure your umbrellas are secured to prevent them blowing off during the infamous Garret Heights windy days.

Unfortunately, wind chimes are not allowed. It can be intrusive to other homeowners.

Decks are a limited common element- you , the homeowner have sole use of your deck or patio, repairs are the responsibility of the association. Painting is done periodically as budgeted but paint is available at the office if you would like to give your deck a fresh coat in between paint projects. Gray is the color – and must match the existing paint no other color is allowed.

Deck ceiling covers are the homeowner’s responsibility- these were installed by the homeowner or previous owners. Repair is at your own cost.

Two important notes :

1. Dogs may not be left unattended on your deck. Unattended is defined as left there alone- even if you are in your dining room- You must be physically present on the deck with the dog.
2. Open flame grills are not allowed. Charcoal and/ or propane may not be used on community property. This is a State Statue prohibiting the use of grills and not allowable . Grill statuts is one of the first questions asked by your insurance risk inspectors pending our approvals.
